The peak of maritime robberies came in the 17th century, when the World Ocean was the scene of a struggle between Spain, England and some other European colonial powers gaining momentum. Most often, pirates made their living by independent criminal robberies, but some of them ended up in public service and purposefully harmed foreign fleets.
