A higher-level central office building will have a high 'Population Limit' and also a higher 'Collect all' limit. For example, a level 4 central office building will have a population limit of 6100, but upgrading it to level 5 will increase the limit to 9900, which is quite a substantial increase. 

 

You can level up the central office building by clicking on the building and then level up. Once you are into the upgrading console, you can see the 'Unlock conditions' or the things you need to have or do to upgrade the building.

 

The second thing necessary for increasing citizens is upgrading houses. The 'Facility level' is determined by the number of facilities you have and on what level they are. More houses on a higher level will ensure your facility level is also high. For example, 4 houses on level 3 will give you a total facility level of 12. 

 

So increasing the number of houses and upgrading them also plays a very vital role in increasing the citizen count. If citizen capacity for a house on level 3 is 90, upgrading it to level 4 will increase the count to 120. This boost in citizen count will help in quick progression through the game.

For example, if you plate the 'Orc Disaster' story mode in beginner, you can unlock the Orc's house. But there is a limit on how many houses you can build of each type. You can only build 3 houses of each type and not more than that. Upgrading these houses will be your only option to increase the citizen count.
