The game takes place in Russia in 1903. On the eve of the events of the Russo-Japanese War. The plot of the game revolves around two heroes who, in different ways, entered into confrontation with a spy network of foreign intelligence services. Zorin regularly served, guarding law and order, and opposed ordinary criminals, but by chance he was involved in events that were already being investigated by Privy Councilor Osipov. The stories of the heroes develop, intertwine, telling the amazing story of the formation of Russian counterintelligence.

The entire counterintelligence service consisted of eight people, and this is for the entire Russian Empire. Together with the heroes, the player will have to go from the first episode in St. Petersburg to the last, visit Harbin, find a lot of historical information and learn about the history of confrontation with spies from different countries.
A feature of the game is that the heroes throughout the plot have no weapons. The player will advance through the levels without killing enemies, but by solving puzzles, eluding dangers, and saving the lives of other people.
